That's right, zombies now have a political agenda. I am proposing the Zombie Party- a political group designed as a backup plan for the zombie apocalypse. Now I need the community's help in organizing a bill of rights and/or amendments to existing laws for zombification. I'll start it and then edit in whichever laws I deem acceptable.
SURVIVOR COLONY CONSTITUTION
1. The Right to Bear Arms Against the Zombie Horde - Any persons aged 13 years or more with full capability of handling firearms will partake in the killing of zombies in the defense of human existence and its posterity.
2. The Reciprocal Ration Law - Any persons living within human colonies and actively receiving food rations as part of the community must work for the longevity of the community by means of food production, defense, and the construction of facilities.
a. Children and the disabled are considered passive receivers and will be given rations and care.
b. All persons are considered a child by the Reciprocal Ration Law until the age of 13.
c. The disabled are all persons physically and mentally incapable of work.
3. The Infection/Execution Law - Any persons infected with the zombie virus will be detained in a holding cell. When full transformation (loss of cognitive response and rationality) has taken effect, the zombie will be shot to death and burned to ash.
a. Immediate death will be presented as an option to infected persons upon written request or spoken request with a witness.
4. The Colonial Education Law - Any child of schooling age (aged 4-13 years) is required to enroll and partake in essential studies necessary to their survival.
*SPECIFIC INFORMATION AVAILABLE IN THE ARTICLES OF EDUCATION.
a. Failure to complete basic education and training will void all rights to wield firearms.
b. All persons are required to take a training course in basic farming skills, medical aide, and fighting tactics to be drafted in times of need, regardless of their main skill.
5. The Goods and Resources Law - All food, firearms, ammunition, buildings, vehicles and materials are under the collective ownership of the central government and will be allotted according to need by the Department of Allocation.
a. Personal effects and belongings are not subject to this rule.
6. The Cyclical Disposal Law - All recyclable items are to be dispersed into their assigned bins and routinely collected for cleaning and reuse. All acceptable food waste will be sorted into compost piles and used for fertilization.
7. The New Survivor Initiative - All new survivors will be subject to medical examination for bites, infections, and other possible diseases that are potentially life threatening to the colony. New persons shall be put up in shared housing facilities until specific quarterings can be offered to them. In this time they will be informed of all rules, rights, and punishments of the colony and be subject to take either the competency tests that all colonists take (after their courses) or enroll in the mandatory training courses (and then take the tests). After full completion of the competency tests, said persons shall either volunteer for a job in the field of their choice or be assigned one by the Department of Allocation.
a. Medical examinations will be done by a member of the same sex as the individual being examined.
THE PUNISHMENT CHARTER
1. Murder - Death by execution.
a. After the execution has taken place, the head of the convicted will be severed to prevent infection.
2. Rape - Expulsion from colonial territory.
a. No item under control of the government shall be permitted to leave with the convicted, save for a knife and one days worth of food and water provided that the resources are available.
3. Theft - 3-10 lashings depending on the severity of the theft.
I. Personal belongings: 3 lashings.
II. Weapons and/or ammunition: 10 lashings.
A. In a state of emergency, lashings are increased to 15.
III. Food, water, and other daily rations: 10 lashings.
A. In a state of emergency, lashings are increased to 15.
4. Dereliction of Duty - Failure to work within the colony while accepting food rations is in direct violation of the Reciprocal Ration Law and will result in expulsion from the colony. Failure to heed the call to arms in defense of the colony from zombies is in direct violation of the First Amendment and will result in expulsion from the colony.
5. Failure to Report Infection - Failing to report a case of infection of the zombie virus is in direct violation of the The Infection/Execution Law and will result in expulsion from the colony for endangering others.
a. Domestic outbreaks such as this will be quickly followed by mass bite screenings for colonists according to location at the time of the outbreak, as well as sterilization of the outbreak site.
Regarding article three, I think you should add a now or later clause. Basically "Do you want us to kill you now, while your still human, or wait till after you turn.
Regarding article 2 subsection a, I think that the disabled should only get passive receiver status if they are physically incapable of any work. There are many physically undemanding jobs involved in the upkeep of human civilization.
For your consideration I submit:
Article 2 subsection d:
Any child of schooling age (4 years or older) shall only receive passive receiver status if they are enrolled in the colonial educational system if one is available.
1.Those refusing schooling must pass a basic intelligence and skills test and subsequently be put to work or face ejection from the colony at the discretion of the governing body.
Article 4: The educational system will primarily consist of a traditional K-12 system,
a. K-6 Shall be the standard curriculum in the American educational system today.
b. After seventh grade the curriculum will shift to incorporate vocational and military skills.
1.After seventh grade students will be given the option to continue schooling part time to go to work or stay full time to pursue additional military and/or vocational training.
c. After ninth grade the student will be given the option to continue part time or drop out.
d.After twelfth grade ones education must be pursued in ones own free time.
Article 5: This article addresses the property rights of the individual.
a. Personal effects are ones own responsibility. Food, weapons and ammunition become the property of the collective government upon entrance to the colony.
b.You will be permitted to keep one firearm per person per household with 10 rounds of ammunition per person per household while within the colony boundaries. Any additional firearms or ammunition must be obtained at the quartermasters office.
1.There will be no restriction on melee weapons provided that every capable individual has one.
c. Food will be dispensed at the Camp mess hall. Every month each person will be given a booklet of meal tickets. Each ticket is good for one meal. Tickets must be signed in order to be valid. Any alterations will render the ticket void. Any food items obtained on ones own may be subject to confiscation in times of necessity.
d. The governing body reserves the right to confiscate any materials necessary for the preservation of health, life, security and/or safety.
e. Theft of any kind will not be tolerated.
Article 6: Article six will provide a basic outline for the fair punishment of crimes. -under construction

Let me enforce the law... there won't be much crime.
That is why I put it at the discretion of the governing body. It is more of a threat that is only to be enforced in the most extreme circumstances. It's our trump card for dealing with problem children. Maybe force them to survive on their own for a week and see how they do. Of course we would have a competent adult tailing them the whole time, but they don't need to know that.

Anyway, I agree. Punishments would be harsh and only used in extreme situations. Theoretically, there wouldn't be any crime though. If you put up a roof over everyone's head, feed them, keep them entertained and protect them from zombies, I'm pretty sure they'll go along with everything. I definitely want a strong central government though. In dire times people as a group act stupid, but a singular leader can see the community as a whole and make decisions for the good of all!
I assure you, there will be crime. Assholes will always exist, and they will always want to better their own situation at the expense of others, regardless of how much you're helping them out. That is why you need to have a strong criminal justice system, and lots of peer pressure. Win over a group and get them to take your ideas home with them. Make it the norm and ostracize the deviants. In a survival oriented society, there can be no question of who's in charge.

I have a problem with the 5th. My guns are my guns, and I have the right to choose who gets to use them and who doesn't.
I like everything else and I think you are all doing a great job, but if any of you try to take my guns without my permission, I won't be a very happy child.
I know you wont be happy, but it's one of the rules you'll have to abide by. One person doesn't need a dozen guns on there person, it's impractical. From a survival standpoint it's better to distribute your firepower throughout the group. Besides, you'd get them back if at any point things quieted down or you chose to leave.

I know that it says the guns will be taken care of and junk, I did read then ENTIRE thing after all. My problem is that I have to keep MY guns (yep, all 3 of them) in ridiculously pristine condition because I am OCD about them. People who clean their guns do a good job, no doubt, but I'm a bit more... Thorough.
For instance, if I shoot my Colt Python at all, I run a bore snake down the barrel once, spray BreakFree down the barrel, run the snake through it 2 more times, run the snake down each individual chamber, gun-scrub the entire exterior, take a chunk of 0000 steel wool to the exterior, clean the grips and rub them down with furniture polish and then put a fine coat of oil on the entire gun (excluding the grips) and put it away under my pillow for "safe keeping".
Also, since none of you are planning on chilling with me, I don't think I will have to worry about the laws anyway.
Hey, I'm generally the same way. When I clean my guns, I completely disassemble them. It makes for more thorough cleaning and it leads to familiarity with the mechanism. These laws are more like guidelines for establishing a functioning human colony. You're in luck though, I've got a loophole. If you sleep outside the defensive perimeter the property laws do not apply. Your meal tickets come from work, so you don't necessarily have to live inside the colony to receive food.
I also take my guns apart completely... Problem with the Python is that it doesn't come apart. It doesn't need to, anyway.
And about the loophole thing, once again: I don't need to worry, because I won't be anywhere near you guys.

Has nothing to do with geography man, it's a guideline for governing a body of people in a post apocalyptic scenario. Even if you're doing your own thing down in Texas, do you not agree that there must be rules for any large group of people and that they must be followed? You can't expect people to just do what you ask them to, especially when you are dealing with hundreds of people or even just a few dozen for that matter. Whatever code you want them to follow, you've got to have it in black and white for them to see, you have to have the power to enforce it and there can be no question of your will to use that power. In the post apocalyptic world, the governing bodies will consist of monarchies and oligarchies because they make decisions quickly, and time will be a precious commodity not to be wasted. We probably wont see true democracy for a century or two AZ (after zombies) It will mostly be militaristic oligarchies and dictatorships because in a time of crisis that's what works. Just to be clear, I love democracy, I just don't believe it will serve us very well in the post zombie world. At least not until things have settled down.
I do agree that we need laws, and that's what my church is for. One of our biggest beliefs is that during a time of anarchy or apocalyptic-ness, the church will be our governing body. ("our" meaning the members of my church)
But what about everyone else? The fact is that there is a fairly large number of people that are not part of your church, yes? That is why you need to set up a secular government that anyone can abide by. I'm just saying that it's a little exclusive, even if it's unintentional. I know I wouldn't want to live in a theocracy just on principle. It just doesn't sit right with me.

I agree. Once the AZ era starts were going to need to start up a general guideline that all survivors can can live by. No matter the religion, race, or position of power. Because most likely with my luck i'll be stuck to be near an islamic and hindu person and never hear the end of the bickering. So i propose that yes you may practice your religion you may not try and spread it in public only in your place of worship or home.
Okay, I was reading the crime and punishment section, and I think we should throw out Jail time all together. Jailing somebody, especially in times were resources are scarce, is a very bad idea. They are a drain on resources without actually producing anything. You still have to feed them, you still have to feed the people guarding them that probably have better things they could be doing, you still gotta feed everyone else involved in the care of the prisoner etc. Basically establishing a prison system is a colossal waste of time and resources. I would limit punishments to Capital, corporal, exile and monetary. So instead of 120 days in jail for theft, give them 30 lashings. They'll learn their lesson and once they've recuperated (which should take a day or two depending on the number of lashings), they rejoin the work force. Also it must be made clear that nobody is exempt. If the leader of the colony is caught taking extra food tickets, he/she should get just as many lashings as someone who took a ticket from someone off the street. It sounds harsh but physical punishment is one of the most effective ways to discourage a behavior and short of execution it is the most effective in a societal collapse situation because the resources for imprisonment are unavailable(Honestly imprisonment isn't that effective of a punishment anyway, in any situation.)
Also, I think that we should put in the first amendment from the U.S constitution in unchanged."Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances"
The fifth amendment with the end cut off (Prohibits confiscation of property without due compensation) "No person shall be held to answer for any capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law;"
The sixth; "In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district where in the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense."
And finally, the eighth; "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted."
This last one might seem counter-intuitive since it is appearing just below my endorsement of corporal punishment, but in fact it is one of the most necessary. In a system that allows for corporal punishment, it is necessary to tightly regulate that punishment. Using lashings as an example, it would only be permissible to use a tool (Whip, cat-o-nine tails, cane, etc.) that met certain requirements and measured up to certain standards. For example, tipping a whip with razor blades or ball bearings would not be permissible, nor would extending the handle to increase the force imparted. It has to be tightly regulated because of the potential for abuse to occur.

you've got a point on the whole jail thing. Its pointless. The idea of locking people up and expecting them to change is stupid beyond belief. Physical punishment is what will set people straight.

One thin that i notice wrong is the whole zombiefication thing is that few people would reprot a zombie. just because its a rule doesn't mean people will abide by it.
My idea is that either
A) When its time to sleep everyone gets locked in their room except for a designated guard. if we have the technology the doors could be automatically unlocked in case the guard gets infected
B) Everyone gets checked every 6 or so hours however long it takes for zombiefication. can get very tedious with alot of survivors.
C) everyone who has to go outside or on roof etc etc must sleep restrained for the night.
Honestly if you were running an establishment like that I would have to destroy it on principle. Ben Franklin once said "Those who place safety before liberty deserve neither." That's no way to live, you may as well give in to the zombies.
I know people won't always do what you want them to do. If they don't want to abide the rules we've laid forth they have every right to leave. No one is forcing them to stay. However, like any society, if they want to receive the benefits of being a citizen, they have to abide by our rules.
