Well my plan is fairly simple, since i live in stupid south carolina in a fairly unpopulated town, i have a few advanteges. first, since this is the country we have loose gun laws, my parents own 3 shotguns and a rifle. so i would take all of those and find a large vehicle which isnt to hard considering where i live, and there are 2 car dealerships down the road from me. i would contact my friends and see if they are alive and if they are, (or not) then i would head to atlanta. When i reach atlanta i would head to the Ferrari Dealership (hey everyones gone why not?) and take one of them. i would go to the nearest gun store and take a AA-12, 2 M1911s, and a bunch of ammo. if possible i would try to find a military base with a APC, because u can basically live in one of those and they are armored and can carry more people if needed along with guns and ammo. i would then go to a fairly large city and find a condo with a penthouse which i could use for 2 reasons: 1. to snipe from the large balcony. 2. to live in luxury while i wait out the worst and is centered around a populated area that could include people that are still alive. so mostly i would travel the states going places and doing things you cant do in a real civilized world with laws.

You wait until after the initial rush (say... when you're on the way to Atlanta), people will be looting cars, guns and supplies faster than society can collapse around them. The roads out of heavily populated areas will be more clogged than Colonel Sander's arteries. That's in and out, as soon as the dead rise, who'll care for traffic laws?!
Usually, 'military bases' don't tend to leave APC's lying unattended in the street (especially during a zombie apocalypse), and they certainly don't leave the keys in the ignition. Chances are that all luxury from the condo's will have been looted, or appreciated by people who got there first.
And on your final point, there might not be 'laws' as we know them, but there will be mob justice. You do something to harm or hinder anyone, and their friends will shortly be along.

this is my first plan so i was just playin around with ideas so give me a break and yea im counting on just about the whole population being gone so theres really nobody else "alive" to steal cars and guns but i was just doin this cause i was bored. ill prolly think about a real plan later on.
Plus, if you approach a military base, you're getting your ass shot. You forget that absolutely EVERYONE knows what a zombie is, and how to kill them. Anyone with access to the base has most likely already holed themselves up in it, and you're just some yahoo who wants to take their stuff.
If you even make it to that point in your plan, you won't make it much farther, with that bullet Corpereal So-and-so is going to put through your head.
yea i realise most of this is stupid but i was just coming up with a quick plan, not like this is guna ever happen anyway, plus even if i could get to a military base everyone is prolly dead cause of the zombies and theres not guna be some random corperal shooting at me.
