ok for my plan to go acordingly we will need 3 things so get your cheek lists out and mark them off with me.
1st: a steem driven train, as electric and gas may be rare.
2nd: may seem like a no brainer but you need some one who knows how to drive a train.
3rd: a shit load of wood and water [not salt water, any river water will do].
4th: time to armor and mount gun placements on your train.

Ok usuly as in the case in n.z we have power grids that hand over the tracks the grid supplys power to the train and hey presto train goes but in the event of a zombie atack power may be out so we need something other then power trains,
in n.z there is a steem thrain that runs tip to tip of the north island my plain that i propose is that when the brake out happens a group take the steem train and drive it up to a iceolated spot/remoate train mantence platform [ on the n.z rail systime there is one every 100kms [80mls] or so.

take all surplies to train geer up the steemer with guns and defence armorments to stop zombies bording at any stops take on any people who look like they could help and make sure they are NOT infected also talk to the people befor departing and gather info on the town E.G. supermarkets, gun stores, places of intrest .

make a list of the things that you can and will need from each location go with a team of people who have a history with firearms and training to collect itmes that are required for continueation of crew and train.

when mana island contacts the train they will be giveing instructshons to its crew to meet at porirua train station or muri station as they will come from the water line and these are the closest to shore, if any survivers are in n.z. and want out you must contact the train , give them a location and they will give you a time to be there.

oh i almost forgot at every 200kms there will be a strong hold set up as a training site fo those who need it and any one who is able to hold a gun must atend , these forts will be set up as location alows it e.g. relation to water and food surplys

Kiwi zombie rail experience? I love it.

I've always been a proponent of the use of locomotives for overland travel. Nothings stopping one of those beasts once they get up to speed except a bigger train (Or a coin on the tracks if certain myths are to be believed). You've got two issues to deal with though. You said you wanted to use a steam locomotive, which is a brilliant idea and I commend you for it. The problems are a. finding one in operating condition and b. if you do find one, getting it to fit the tracks you're using. I don't know about New Zealand, but here in the U.S they have narrowed the tracks slightly in the last century and I don't know if most steam locomotives will work. Also, on an international level you run into problems with the railways because different countries use a different standard rail width. For example, they use a wider track in Russia. That was one of the factors that foiled operation Barbarossa in WWII. The German Trains were too narrow, so they had to re-lay hundreds of miles of track in order to maintain their supply lines.

History lesson aside, my advice to you would be to locate an operational steam locomotive now, find out when it was built and then find out if the standard track width has changed at all since that train was built.

Also, I wouldn't completely write off diesel-electric trains. They are extremely efficient for their size.
