Okay, my plan begins of course, with me in my home town of Brinnon WA. We don't have a lot here, but I have formulated a plan that utilizes the available resources to potentially rescue thousands of survivors. I will of course be using the scenario laid out in the zombie survival guide and World War Z.
Stage 1: I have become strongly suspicious of a zombie outbreak and begin procuring ammunition for my personal firearms, an additional sidearm, a crowbar, and more dehydrated food to supplement the stores I already have.
Stage 2a: The fact that the zombies have risen has become unquestionable, so the people are more likely to cooperate. Round up the survivors in my neighborhood and coordinate with my like-minded colleagues over our portable radios so that they do the same and, after giving everyone a full physical to insure that they have not had contact with the undead, set them up on the second floors of some of the two story houses in the more rugged parts of the neighborhood, most of them have their own firearms so they shall be responsible for their own defense for the time being.
2b:Myself and one other person, (preferably my father as I am confident in his skills and fitness) Load up my pickup truck with supplies, weapons and my motorcycle and take the fire roads into town (As U.S 101 is sure to be blocked.)
2c: Once again coordinating with my colleagues via handheld, we arrange to meet at and barricade the fire station. Not the MOST defensible building, but we wont be there much longer then a day or two.
Now, many of you are probably wondering; "Why the fire station?" The reason why I have chosen the fire station is because of the vehicles and supplies contained inside, namely two fire engines, a wildland fire truck, a 2000 gallon tender, a zodiac (Small fast pontoon boat) that we got from the sheriffs department and a 5000 gallon tanker truck.
The two fire engines will be taken to the local auto repair shop and the crab pot fabricator shop. There, the already beefy fire engines will be outfitted with wire mesh over all windows, and a high strength push bumper with angled ramp.
The wildland fire truck will escort the tender and the tanker to the local gas station where it will tap the stations tanks, giving us an ample supply of fuel. The tanker will then be returned to the fire station and the wildland truck will continue down the street to the school where we will appropriate the three school buses. The school buses will then be armored up, the windshield will be covered in mesh and the door will be replaced with a steel shutter.
2d: at this point we split into three groups, Group 1 rounds up some vans and pickups and escorts them back along the fire roads to round up as many survivors as possible.
group 2 takes the zodiac up the hood canal to the hood canal bridge where there are numerous tugs, barges and cranes for the taking, therefore group 2 must be composed of people that know how to operate large watercraft and people that learn quickly (I will be in this group)Group 2 will take as many tugs and barges as they can and sail them south, down to Hoodsport.
Group 3 will be responsible for protecting our assets back in Brinnon.
Stage 3: As many survivors as we can carry are loaded onto the buses, and other high capacity transports. The two engines take up the front of the column, followed by the buses, followed by the ambulance, followed by the tanker and tender, followed by the vans and private vehicles. The two engines drive side by side on to U.S 101 using their push bumpers and ramps to shove the parked cars to the sides of the road, clearing a path for the other vehicles to follow. The convoy also makes its way down to Hoodsport.
Stage 4: Using the large pier in Hoodsport, The tanker, fire trucks, ambulance and one school bus are loaded onto one of the barges. The remaining vehicles are parked in such a way as to create a barrier to buy time and create a temporary "safe" zone while we load up. Before being allowed to board, every survivor has to undergo a complete head to toe inspection for scratches, bite marks etc. People with injuries that they cannot account for will be quarantined, quarantine level will be dictated by probability of infection. ALL DEAD BODIES MUST BE DECAPITATED. Anyone that is obviously infected will be given the option of execution, taking their life by their own hand or exile.
Note: If possible the dog test will be used.
After loading has been completed and infection containment steps have been taken, the barges will be floated out into the middle of hood canal and rafted together, a temporary self sustaining community and safe zone will be set up to take in survivors able to reach it.
Stage 5: Scouting parties will be dispatched To Indian island, Bangor naval base and the Bremerton ship yard.
The Indian island party will be investigating the military presence on the island, if any and the availability of supplies. Indian island is a munitions depot, so it should be pretty obvious what we are looking for.
The Bangor party will also be investigating the military presence at the Bangor Naval base. If a military presence exists, we can look in to the possibility of hooking up with them, if no military presence exists, then we will undergo a salvage operation, the primary objective being locating and securing a nuclear submarine. If a submarine can be found, then a group will be formed consisting of people that are or have been in the navy, engineers and anybody else that might be smart enough to learn. They will be put to the task of learning how to operate the sub.
With any luck we will be able to use the sub as a tug in the absence of petroleum based fuel as well as a source of electricity.
The Bremerton group will be seeking out large vessels such as container ships, and any vessel that may be carrying useful cargo, i.e food, petroleum, munitions etc... the other thing that they are there for is to commandeer one or possibly several of the mothballed aircraft carriers that reside there. If the scouting parties meet with any success, they can use tugs to maneuver the beasts out into Puget sound where they can meet up with the main "fleet"
If they do succeed in procuring an aircraft carrier, then a mission to commandeer light aircraft and helicopters will be manned. There is a medium sized airport in Bremerton and I know the location of several private aircraft as well (including a seaplane)
Stage 6: This part may get a little hairy. Stage six is a large scale survivor recovery operation.
Using the aircraft we have recovered, we will drop fliers over the larger port cities, namely Seattle. The fliers will have on them: the dates and times of the operation, the general plan and a map of where to go also helicopters will fly over and use the PA system to broadcast the operation plan. About a week in advance, a team of cleaners will be dispatched to secure several buildings bordering the port that we choose to use. These buildings will be labeled on the maps on the fliers along with which building to make your way to on a given day. The buildings will be used as a warm zone between the port and the zombies. After a head to toe, a group of 13 survivors and two armed guards will make their way from the building to the port where a small boat will be waiting to transport them between the port and an awaiting ship. Ideally a boat will leave every two minutes. Covert is the word in this operation, we can't have masses of survivors rushing the port with hordes of the undead nipping at their heels. This will be made clear in the fliers and in the PA broadcasts. If a large group is spotted heading towards the port, all buildings will be evacuated and all available watercraft will be brought in for emergency evacuation to a designated quarantine ship.
Stage 7: Fall-wintertime A group consisting of the toughest, most survival oriented people is sent north on the most seaworthy vessel we have in order to secure a foothold in the Aleutians so that the rest of the survivors can follow during the spring and summer.
Set up a stronghold there and once we are able to consolidate whatever shreds of humanity are left in America in the North west, start picking our way back across the continent, systematically wiping out any zombie infestations we encounter until the zombie count is low enough for us to rebuild and re-inhabit the major urban centers. Once our situation is under some semblance of control, we can move on to another continent, Australia would be a good start.

It's long and I don't have time right now to read but I will read tonight. I just wanted to say I FREAKING LOVE Puget Sound. First time I went to Seattle we took a ferry across, so beautiful.
I said it was a comprehensive plan, so there are a few areas that I have to go into more detail on, primarily in the department of procuring resources, as well as contingencies in the event that some key element of the plan does not work out.
I forgot to clarify, and I will do so in my next edit, but the purpose of the submarine is a. to generate power and b. to perform the function of a tug in the event that petroleum is scarce. I know the basic theory behind operating a reactor, and I am confident that I could do it well enough if I can find the users manual. Plus most of my neighbors are engineers and one of them was a physics professor at Brown,so I am confident that we could get that beast moving in a day or two.
I also think that the 16 nukes on the sub could be quite useful. If threatened, we always have that saber to rattle, and we can dismantle the other 15 and use the pieces for a number of things. I would say potentially building a second reactor, but I don't believe that weapons grade plutonium is suitable for power generation.
